Umlaut is a German word, meaning that a vowel gets a different pronunciation (spoken like two different vowels at once), but ë is pronounced the same. The dots on the e only indicate that the e has to be spoken separate from the o ("o-e", "not ö", so to say). It's not in use in German speaking countries. It's used in Spain and France instead and the name Zoë originally is Greek.
Sorry, I suck in (English) grammar, if you really call the ë an umlaut, I don't care, but I don't think that umlaut is the correct word.

I saw it with the ë, and really liked it(though I guess I don't know what it's called :^D). We don't use anything like that in America, and it makes the name special imo... Just something to set her apart from the crowd :^)
