Turns out they can't be bothered to worry about an amount that small. You get a custom form that states you can be fined S$10,000 for failing to declare so I went up to them and told them I had three cans of snus. They asked if that was all and asked me to put my bags through a scanner to check if there was anything else. They then said they can't be bothered to calculate the duty but thanks anyway for declaring.

We should be thankful for all the idiotic rules and regulations thrust
upon us by ****ing bureaucrats who don't even have the brains to
hide their own indiscretions without putting up smoke-screens to
misdirect us.
