Since I have been the messenger of doom here, I'll add a slightly cheerful note. Although it says 90 days, that will be 90 days in government time. They will have to hire staff (through the elaborate civil service process) to implement it, draft administrative rules, publish them in the Federal Register for comment, republish the final detailed rules and procedures, etc.
So, our demise is coming, but at the speed of government work. Doom will take months.
Have a nice day.

There are a few things that could still go unexpectedly right, at least in theory.
It is possible that either or both bills could be significantly amended on the Senate floor (though that is not usually how and where amendments succeed) or die in a filibuster or due to the press of other Senate business. Not likely at this point, but still possible. [TOO LATE - THIS IS NO LONGER POSSIBLE]
It is possible that either or both of these legislative acts could be administered in completely unexpected ways which do not accomplish the clear intent of their legislative authors, and contrary to the intentions of the “health” interest groups which are now pushing them with executive branch support.
It is also possible that “informal” importation (which will be defined as criminal smuggling) will become viable. That would require intentionally deceptive packaging and labeling (“contents: arts and crafts supplies”) in violation of the package labeling mandates of the act to get through. I don't know how likely that is, since the PACT legislation includes $8.5 million annually for hiring dedicated enforcement agents specifically to find and stop “tobacco traffickers” and if I can find it on the web to order it then federal enforcement agents can too. But one can hope.
I could be a lot more enthusiastic about that if not for the fact that:
1. We are vastly outnumbered;
2. The other side has bigger guns.
Populist majoritarian democracy always ends up with a rabbit, a coyote, and a rattlesnake voting on what's for dinner. It is our turn to be the rabbit.
I hate to say it. But my feelings are, that it WILL PASS.
States want their tobacco revenue, PERIOD. AND, living in California this state is broker than broke. California needs every dime it can get. All other states want their share too. This is about $$$$, not people lives.
Before I found snus, I was big in the roll your own/make your own. American Spirit and several other European offerings were my tobacco of choice.
We (ryo"rs) stockpiled, buying pounds and pounds and praying and hoping and writing letters about the new proposed tax of $25 per pound of tobacco.
And, well, take a guess how that turned out. It happened, it PASSED!
So, whether you agree or not agree of this bill passing. I believe it to your advantage to buy all you can, JUST IN CASE.
So my fellow snusers, calm yourselves, pop a snus and order away

Those are just Mp5's and AR-15's. We can own those, and much more power rifles (like Battle rifles, higher caliber, not used much anymore). They have F/A, but anymore thats useless except for SAW gunners.
Remember the American Revolution? Less than 2% of the population fought the British (The greatest military power at the time), and we won with farmers armed with their primitive guns (if lucky), and often their pitchforks.
I wrote to my congressman today:
Hello Senator Voinovich,
I am writing to you about H.R. 4081. H.R. 4081 will ban imported tobaccos not popular to the American market. With Obama's huge tax increase on tobacco products, I was forced to find an alternative to cigarettes. I started using American Snus, then I found the "real" Snus, made in Sweden for over 200 years. It is a smokeless tobacco, spitless, and since it is not fermented, has only the 4 carcinogens inherent in tobacco. It is much safer, and is much more satisfying than cigarettes, or any tobacco American makers seem to be able to produce. It is also cheaper, since it does not fall under the new administrations taxes.
I believe H.R. 4081 is unconstitutional because it only benefits American tobacco companies and the Obama administrations tax policies. It forces us to only purchase Tobacco products made by the large American Tobacco companies, such as RJ Reynolds, and Phillip Morris. This creates a monopoly over the Tobacco industry, and forces Americans to pay for Obama's irresponsible economic policy, and forces us to purchase inferior American tobacco products.
Mr. Voinovich, please prevent this bill from passing. It is unconstitutional, and limits our choices as Americans to the free market this country was founded on. The government has no right to ban products that are safe and legal. Raising taxes on Tobacco products in order for people to quit is unconstitutional as well. I hope you will stand and fight for our Tobacco freedoms Mr. Voinovich.
I guess WHEN and IF this law passes I'll just shift my addiction. Guess I'll just start using crack and meth since they'll satisfy my addictive personality and I'll probably be able to buy both at my child's elementary school. <--SARCASM! The US government totally has their priorities mixed up by even discussing this PACT deal.
Im going to have to quit all nicotine if I cant get the snus. **** the children, they can get a job.
I am going to place some very large orders shortly though. So I will get a year of dual middle fingers at the govt before I have to spiral into madness.

Same here. I used a Supermatic tabletop machine for nearly fifteen years, and thought I was set for life ordering shipments of McClintock and Stokkebye's. But the political writing was suddenly spray painted on the wall six months ago, so I stockpiled a two year supply. As you probably know, the RYO supply chain became completely disrupted a few months before the SCHIP legislation took effect, and those who were oblivious and waited until as late as this March to stock up were mostly shut out.
Now I am midway through the process of accumulating a similar two to three year stockpile of snus and the kinds of blending pipe tobaccos that will most likely become unavailable at any price. I already have a large stockpile of dissolvables.
I hope Swedish suppliers are tracking the USA political/legal developments threatening their business (I fear they are not doing so any more effectively than the RYO business did) and preparing to ramp up their inventory and distribution for a massive surge of panic demand when the rubber finally meets the road, probably sometime in about six to twelve months or so, making my best guess of the time it will take for full implementation.
I will publicly predict the following so you all can ridicule me if I am mistaken, and I will be absolutely delighted if you have an opportunity to do so. There is now a 100% certainty the FDA legislation will achieve final passage and be signed into law by NEXT WEEK, and over 90% probability the PACT legislation will follow shortly after, most likely within less than a month. Within less than eighteen months of today our choices will be limited to licensed brick and mortar purchase of...
1. Marlboros;
2. Very expensive cigars.
And those "choices" will be subject to FDA content regulation that will gradually reduce the permitted nicotine content to "non-addictive" levels over a period of years. That is the explicit plan, and right now as I type this they are being given the tools.

I recently advised my local tobacconist to switch the business to nothing but crack pipes and accessories. I was not entirely joking.
Sorry I don't believe the sky is falling.

me getting pissed off.
Mohave, your story is identical to mine on that hole RYO fiasco. We saw it/went through it first hand. Early on, we were smart. Why gamble on the toss of a coin when the house always wins.
I to have a stockpile of dissolveables, snus, nasal snuff and e-cig stuff.
I still have my stash of tobacco, so that can be turned into something.
I really miss the good Ole days when you could buy your smokes in a vending machine, people were not on your case about everything.
