ESTOC is BAT, SM + some manufacturers from Denmark, so they would not be preparing such documents with no purpose.
From the other hand they propose such changes from years and with no result.
I had no access to ESTOC member section so I do not know what is going on and if there is any chance for changing EU attitude toward snus.

There's a push right now in the EU for the parliment to take up the issue of the snus ban. I've been following it. Nothing has happened with it so far.
