24 months is too long.
I have dozens of friends in CA that have been laid off that went back to work within weeks.
Yet, I have 2 friends in CA that have been unemployed for longer then a year.
IMO, If you've been unemployed for longer then a year, you are doing something wrong.
Either you are in a field where there is no demand, you are not particularly good at what you are doing, or you need to move to a new area. Or you don't want to go back to work.
I have told my friends, "Move here - there are dozens of jobs here in your field. And we have like 5% unemployment in the whole area."
You know what they say? "I'm not leaving California."
I told them about well paying consulting gigs all over the country.
You know what they say? "I don't want to travel."
That, IMO makes their unemployment voluntary.
It _should_ be a safety net and not a hammock.
I'll bet that a high percentage of those 1M people coming off unemployment will now go find work. Maybe not the work they want. And maybe not where they want it. But there is work to be had and once we quit paying them not to work they will find it.

Sooooo, in your opinion dannie, a rocket engineer should go flip hamburgers for the sake of flipping hamburgers? I agree that there is work out there, but if the engineers and what not go and do remedial jobs, you will just displace the already underemployed whilst becoming under employed. Seriously dude think about it.....

I agree. 24 months is enough.
After 911 I did a full 9 month stint and there was nothing open in the creative field for years. I had to make a slight career change for 3 years until the market needed me again. It was one of the best things I did then to sit around and sulk at what was.

there is a finite # of Jobs and an ever expanding amount of workers, seriously you aren't making much sense. but that being said I used to make 6 figs in the car biz as a finance manager, made a lot of money working a lot of hours for a long time, anyway I could get a job, back in the biz but I will not work the same to make a 1/3 of what I did. but I have many skills and am surviving with my hands right no, but not technically employed. But I stay busy, and you k ow what else, I'm happier. I say being underemployed is worse than being un-employed. I also say, sometimes you gotta figure things out and mak your own way..... I also say that a lot of people who were coddled by Unions and then get laid off... just don't know how to....

If you are a "rocket engineer" that is unemployed for 2 years you are no longer a "rocket engineer". Maybe you should take your math and science skills and do something there is a current demand for.
If your skills don't translate, then go be a "student" for a couple years and learn something that is in demand. The DOL publishes a decent list of "in-demand" skill yearly.

The over qualified don't usually get the lower jobs even if they beg.
