That would be it, if you wanted to reinstall windows. Should automatically boot from the CD.
Edit: Of course, if this is a hardware issue as we suspect it might be, reinstalling will do exactly nothing, and you'll run into the exact same issue, to warn you. In that case, you'll need to track down the offending part and replace it.

Like I said, you're probably going to have to hit one of the F1-F12 keys. It varies with manufacturer which one it is, but F11 seems most common here. Just hammer away at one while booting, and if it doesn't give you a list of possible boot devices, reboot and try another one until you find one that works. As I said earlier, you may have to enable booting from CD/USB drives in your BIOS if it's not enabled already. One of the potential perks for you with the linux distros is that most of the major ones have dedicated support over forums and IRC in Finnish if language is proving a technical barrier to you.

One thing to try is to press the CTRL-ALT-Delete keys at the same time and go to the task manager when you are at the blue screen and can see the mouse cursor. I've seen similar issues like this and if you can see a mouse cursor then windows in only partially loading.
Try that and let us know!
