I'm not going to judge anything because I don't have enough information.
I do know the "park" being occupied is private property.
I think the police had set up a police line to stop a march from happening and I'm assuming the people close to the barrier were warned previously to back away and police don't respond kindly when you ignore their warnings.

Didn't they need to apply for a permit to protest and then stick to the spot where nobody would actually see a protest?

Anonymous Publicly Identifies NYPD Officer Who Cowardly Pepper-Sprayed Protesters
I think I have to side with NPR on this one, the occupy wall street protest has no clear defined goals and is not organized or effective at all, it's mainly just a bunch of anarcho-hippie punks with mispelled signs chilling in the street, though I am sympathetic to their general cause.
NPR responds to claims from some that "Occupy Wall Street" isn't adequately covered: "The recent protests on Wall Street did not involve large numbers of people, prominent people, a great disruption or an especially clear objective."
Edit: Anthony Bologna, NYPD officer accused of pepper-spray incident, is accused of civil rights violations at the time of the 2004 Republican national convention protests
