I'd speculate they put ten cans in a configuration that fits better in a bubble envelope. Side by side in a vac pack hopefully.

I think they oughta just package snus in a pouch/bag, like American chew. It even has a zip-lock thingy(some do). A Red Man bag would probably hold 50 or more snus portions. Be easier and lighter for shipping.

Straight from shop's basket. TAX applied for flatpack is higher than tax applied for normal roll, although number of cans is the same.

$70 to $80 USD for a roll of snus?! Another reminder of how good we have it is the US. You could probably buy cocaine for less. Sounds like an awesome opportunity for gray market pioneers.
