V2's website say they offer wholesale to stores. So you may want to shoot them an email first, because you might not be eligible, if they ask for any credentials. Although, you could make some money buying 100 rolls of their Christmas snus and putting it up for sale around March.

My guess would be that at a minimum you would need a resale price to truly buy it tax free and at wholesale prices.

I am collecting some SNUS SAMPLES before manufacture it. In Pakistan also many peoples are using it. But i want to make it according to SWEDISH market. so for this reason....

When I started my site I was looking this info. I found that you have to have a license to purchase wholesale. I am not sure the legal issues in your state but you need to find that out first. Then with the right license you can order wholesale. Let me know if you need more clarification on this and I can get you the exact info you need.

In some states it may involve collecting the "tobacco tax", then distributing it to the capitol...

Well is depends on what you are planning on doing when you get the snus. If you want to resell the snus then there is much more involved than many may think. It took me about 5 months to get the licensing from the Tax Tobacco Trade bureau and they wanted my first born child and blood type. Very difficult to get through all the red tape but once you do all you have to do is collect the tax for the state you are in and pay the quarterly taxes as well.
