I belive that those are the only two companies who clearly do not care if you resell to the EU. Swedish Match for sure, but probably ohers as well, are worried about the EU ban and possible repercussions if their products are found to infringe on the ban. It's my understanding that they won't supply any retailer who ships to the EU.
