I got my rolls of skurf in the mail today. I opened the package and noticed a can was out of the roll. I looked at it and it had already been opened. Does the normally happen?

Depends on where you live. In some countries it's pretty normal that customs-officers open envelopes and even sealed product-packages.
In Germany it's slightly different, in case anything is unclear for customs, you have to drive to the customs office and open the envelope yourself, so that the customs-officers can examine it before your face - and ask dumb questions :lol: .
Besides of the customs, I'd also count in curious post-officers BTW.
