The focus seems to be on narcotics in this paper. What I find bothersome is the fact that this is working like a single government. WTF does Japan have to with Canada, the EU, or Russia?! Why should any country be compromising on anything? Either for, or against, but sovereign borders should be sovereign, and any outsiders opinion requires no more response than "noted" :^/
