I've heard of people doing this, but I can't imagine that a cigar will taste better in the pipe than a nice pipe tobacco/maduro blend like Billy Budd or Key Largo.
I've also heard of people saving the nubs of used cigars and smoking that in a pipe. Nasty. Talk about ghosting a pipe.
I recall several scenes from the war movie Battleground in which a grizzled sergeant, played by actor James Whitmore, kept a supply of (presumably cheap) cigars in his pockets and frequently would pull one out to take a big bite off of it for use as chew. That part of the script was likely borne of someone's experience so repurposing cigars in that fashion may have once been common but it sure isn't something I'd be moved to try. Using cigars as pipe tobacco isn't particularly appealing either for that matter.
Well i tried it last night and i loved it. But... having said that i've always preferred smoking cigars over all the pipe tobaccos i've tried. It was a great smoke, and might even be my go-to smoke option. I smoked in a clay by the way and the nub fitted perfectly. I imagine in a briar the wood would flavour it undesirably.
Winston Churchill's gardener used to smoke Churchill's cigar nubs in his pipe... Churchill used to chew on his cigars when he couldn't smoke... so i've read...
Well if ya like the leaf ya like the leaf. What I'm not sure of is that there would be any sort of correlation between the price of a particular cigar and how well it smoked in a pipe bowl. Probably too individualistic to even take a guess.
Even with the cheapest cigars (which would presumably not taste the best) the cost per bowl has to still be much higher than it is with premium pipe tobaccy.

I know but i don't really like any of the premium pipe tobacco i've tried.
I prefer it over the cigar blends like Billy Budd etc
Have you tried G.L. Pease's 'Robusto'? I'm not a big cigar fan myself, but I tried a 2 oz can of it years ago and found it to be pretty impressive. McClelland also makes one called 'Dominican Glory' that seemed well-received.
Got my old bowl for my falcon which ive had to buy a new stem for and also got a cheap mysmokinshop pipe briar coming... Stopped before due to getting...
