    The rule of thumb with Customs Declarations: VAGUELY SPECIFIC.

    You give them just enough info to not pique their curiosity.

    Such as various snacks & chips...
    Sundry health products (aspirin, etc) pretty much covers a multitude of things.
    (And anyway, snus is for health betterment, isn't it?)

      The problem with that there are too many that can't keep their mouth shut. When the bases get wind of too much getting smuggled, they tend to watch closer, inspect more and take FOREVER to get any packages delivered. Also, how vague you can be TOTALLY depends on the eyes it passes by along the way. I also had a family member charged with customs fraud for not declaring properly. So, I rarely take the risk.
