Back in the day when I mailed packages to Iraq, they were mixed items and by the time I got to the PO, I couldn't remember 5 items in the box. Needless to say, many items went undocumented on the customs/declaration forms. Never had a package returned or opened so maybe you could have your friends/spouse, include a few cans with frequent care packages and have them forget that they put them into the box at the po. Hope you get something figured out. That would be beyond suck to be stuck without snus!

The rule of thumb with Customs Declarations: VAGUELY SPECIFIC.

You give them just enough info to not pique their curiosity.

Such as various snacks & chips...
Sundry health products (aspirin, etc) pretty much covers a multitude of things.
(And anyway, snus is for health betterment, isn't it?)

The problem with that there are too many that can't keep their mouth shut. When the bases get wind of too much getting smuggled, they tend to watch closer, inspect more and take FOREVER to get any packages delivered. Also, how vague you can be TOTALLY depends on the eyes it passes by along the way. I also had a family member charged with customs fraud for not declaring properly. So, I rarely take the risk.
