I read up on it a bit the other night - I _think_ that "points" will be ok as long as the only thing you can get for them is tobacco. (which seems weird to me, but this is the govt.)

I'm getting the same impression from the sections you posted. It's a little disappointing that we won't be able to redeem points for some nice swag like an Icetool or a stainless steel can, but them's the breaks. At least we can still get snus with them, if our interpretation is correct.
