We (in the E.U) pay more than 1/4 of the price as taxes, so it wouldn't make any sense to let your friend in France order the snus.
You can easily test it for yourself, e.g., at www.buysnus.com . Just put a roll of snus in the shopping cart and switch the freight country.
AFAIK in Switzerland it is not allowed to import more than 1200g of snus within 2 months.
