I want to make my own snus, just an experiment. Might end up making a killer product for myself in time with experience.

The only place I know you can get snus making tobacco flour ready ground is in the snus making kits that they sell in Sweden. Many of the internal Swedish web-shops sell the flour under the brands Coobra and Prillan. However if you are outside Sweden you may find it hard to get hold of.
However it's more likely that you can buy whole leaf unprocessed tobacco from somewhere in your country. Then you can grind the leaves up using various methods like coffee grinder, food processor, sieves etc. I dry my leaves until they are crispy, grind them up in a kitchen blender and then sieve the resulting powder and I get good snus results.
