How you will explain that snus in houdreds of kilograms is leaving Sweden? The only explanation can be... for your own use or.. on behalf of client (that will be quite interesting for guard duty). Other way is to fill SAD or Interstat (if you will get some turnover) and you will be forced to show, that you transport snus. Later they will find out that it includes tobacco, and... you will be treated as previously was treated distributors of perfumes that included alcohol.

That is why I need official and written declaration form Customs if they can show me any regulation that can prohibit me of doing that or what are duties (if any). They are obliged by law to issue such official document if demanded.
I do not sell snus so all is ok according to Health Protection Act.

Sooner or later EU bureaucracy will fall down like it's predecessor USSR and then we have 2-3 years of freedom again.

Polish law do not regulate bringing snus from abroad. It is not the same as in Estonia. This what you are writing about concerns only tourists bringing excise tobacco goods. Smokless tobacco is not excise commodity because selling it in Poland is illegal so it is not taxed. So everything is ok.

That only means that you can take 1kg of tobacco with you and they can't do anything about it. It doesn't mean you can't take more, but if you take like 5kg, you'll have to explain it to customs and maybe pay some additional taxes and whatnot. Customs may want to mess with you, but you should stick to your guns. When I was studying in England, I used to take far more than 800 cigarettes with me, because I used to smoke a lot and cigarettes were more than twice the price in England. I got stopped at customs a lot, but never had my cigarettes confiscated.

That said, if you take something silly like 50 rolls with you, then you WILL be in trouble.

Yes! I have an idea, bright as all Egon Olsen ideas:

We buy huge truck of snus from the SM for export to Russia. They can sell snus to Russia. We drive this truck through Poland, and suddenly this truck will be stolen. Police of course will find the truck, but empty. Whole snus will be missed on EU territory. Distribution has to be quick Additional benefit is lower price. Without any tax.
