If the health warnings were an effective way of stopping people from starting smoking/convincing them to quit, then no-one would smoke at all. In the UK cigarette packets look like an autopsy slideshow, but it's not stopping anyone buying them and smoking them.
If Governments were truly that concerned about the nations health and stopping people smoking then they'd ban cigarettes outright, make them a Class A drug or something, but then they'd have to say goodbye to all that lovely tax.
