    In a move that has both lawmakers and many citizens’ groups baffled, the Whitehouse announced today that the President would not sign the recently passed Pact Act into law. The Pact Act would limit tobacco sales to minors and charge an unprecedented tax on internet sales. The Whitehouse cited a concern for jobs and fair trade with other countries as the rational behind the President’s decision.
